{"id":517,"date":"2021-04-07T11:21:00","date_gmt":"2021-04-07T10:21:00","guid":{"rendered":"https:\/\/www.avtuae.com\/en\/?p=517"},"modified":"2021-04-29T11:35:24","modified_gmt":"2021-04-29T10:35:24","slug":"former-uk-chief-prosecutor-urges-interpol-members-to-reject-uae-candidate-for-presidency-over-human-rights-concerns","status":"publish","type":"post","link":"http:\/\/www.avtuae.com\/en\/?p=517","title":{"rendered":"Former UK Chief Prosecutor Urges Interpol Members To Reject UAE Candidate For Presidency Over Human Rights Concerns"},"content":{"rendered":"\n<p>Dominic Dudley &#8211; A former director of public prosecutions in the U.K. has called on governments to reject an apparent bid by the UAE to install one of its senior police officers as the next president of Interpol, the international policing body.<\/p>\n\n\n\n<p>The organisation was due to hold a general assembly in the UAE last year where the 194 member states would elect its next president, but the meeting was&nbsp;<a href=\"https:\/\/www.interpol.int\/News-and-Events\/News\/2020\/INTERPOL-2020-General-Assembly-postponed\" target=\"_blank\" rel=\"noreferrer noopener\">postponed<\/a>&nbsp;due to the coronavirus pandemic. It is expected to go ahead later this year, although no date has yet been announced.<\/p>\n\n\n\n<p>The process of electing a president is an opaque one and candidates\u2019 names are not publicly disclosed. To date, just\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.heritage.org\/sites\/default\/files\/2020-11\/IB6025.pdf\" target=\"_blank\">two people<\/a>\u00a0have emerged as likely candidates: the UAE\u2019s Major General Dr Ahmed Naser Al-Raisi, who has a professional-looking\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.drahmednaseralraisi.com\/\" target=\"_blank\">personal website<\/a>, and Nigeria\u2019s Commissioner Olushola Subair. (Interpol has\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.interpol.int\/ar\/1\/1\/2008\/Why-the-process-for-electing-INTERPOL-s-president-is-fair-and-democratic\" target=\"_blank\">previously defended<\/a>\u00a0its election process against past criticism).<\/p>\n\n\n\n<p>In a report issued today, called&nbsp;<em>Undue Influence: the UAE and Interpol<\/em>, Sir David Calvert-Smith draws attention to a large donation made by the UAE to Interpol in 2017, accusations of human rights violations made against the UAE and its controversial use of the organisation\u2019s \u2018Red Notice\u2019 system.<\/p>\n\n\n\n<p>In March 2017, the UAE said it would\u00a0<a rel=\"noreferrer noopener\" href=\"http:\/\/wam.ae\/en\/details\/1395302605378\" target=\"_blank\">contribute<\/a>\u00a0AED 197 million ($53.6 million) to the Interpol\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.interpol.int\/Our-partners\/INTERPOL-Foundation-for-a-Safer-World\" target=\"_blank\">Foundation<\/a>\u00a0for a Safer World to support seven projects, covering counter-terrorism, cybercrime, cultural heritage, vulnerable communities, vehicle crime, drugs and illicit goods.<\/p>\n\n\n\n<p>The report also cites a number of high-profile of cases of foreigners who say they were detained and tortured by the UAE police, including UK citizens&nbsp;<a href=\"https:\/\/www.forbes.com\/sites\/dominicdudley\/2018\/10\/11\/british-student-accused-of-spying-by-uae-held-in-solitary-detention-with-his-rights-violated-daily\/?sh=30d21c037811\">Matthew Hedges<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.theguardian.com\/world\/2019\/feb\/15\/i-was-sure-i-would-die-ali-issa-ahmad-uk-football-fan-detained-in-uae-feared-for-his-life\" target=\"_blank\" rel=\"noreferrer noopener\">Ali Issa Ahmad<\/a>, as well as some local nationals. \u201cIt is difficult to reconcile public statements of tolerance with the continued detention of pro-democracy campaigner&nbsp;<a href=\"https:\/\/www.hrw.org\/report\/2021\/01\/27\/persecution-ahmed-mansoor\/how-united-arab-emirates-silenced-its-most-famous-human\" target=\"_blank\" rel=\"noreferrer noopener\">Ahmed Mansoor<\/a>&nbsp;and others such as&nbsp;<a href=\"http:\/\/icfuae.org.uk\/press-releases\/prisoner-conscience-dr-nasser-bin-ghaith-sentenced-3-years-ago\" target=\"_blank\" rel=\"noreferrer noopener\">Nasser bin Ghaith<\/a>,\u201d the report says.<\/p>\n\n\n\n<p>In terms of Red Notices, the UAE is accused of misusing the process. The notices are meant to alert authorities around the world to a wanted person who is suspected or convicted of a serious crime and not used for private disputes unless they are linked to serious or organised crime. However, the report points to the&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-tyne-50710182\" target=\"_blank\" rel=\"noreferrer noopener\">case of Robert Urwin<\/a>, who was arrested 13 years after a cheque bounced in the UAE. \u201cThe UAE is therefore using the Red Notice system as a debt collection agency,\u201d the report says.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Influential but unpaid<\/h2>\n\n\n\n<p>The presidency is an unpaid, part-time post \u2013 the day-to-day running of the organisation is handled by the secretary-general \u2013 but the president nonetheless has some significant influence. Among other things, they chair meetings of the general assembly and the organisation\u2019s executive committee. &#8220;I believe the president in an influential figure,&#8221; said Sir David. &#8221; He presides over all the important meetings.&#8221;<\/p>\n\n\n\n<p>The role has been at the centre of controversy in the recent past, with China\u2019s Meng Hongwei disappearing on a trip back to his country in 2018 \u2013 he was later&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/world-asia-china-51185838\" target=\"_blank\" rel=\"noreferrer noopener\">convicted<\/a>&nbsp;on bribery charges and sentenced to 13 years in jail by a Chinese court. Following that, there was&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/world\/europe\/interpol-new-president-russia-putin-alexander-prokopchuk-kim-jong-yang-south-korea-china-a8644036.html\" target=\"_blank\" rel=\"noreferrer noopener\">strong opposition<\/a>&nbsp;to a proposal for Russia\u2019s Alexander Prokopchuk to take over the role of president; in the end he lost out to Kim Jong Yang of South Korea.<\/p>\n\n\n\n<p>This is not the first time Al-Raisi has been the centre of criticism over his bid for the Interpol presidency. In&nbsp;<a href=\"https:\/\/menarights.org\/en\/articles\/mena-rights-group-and-18-other-organisations-deliver-joint-letter-secretary-general\" target=\"_blank\" rel=\"noreferrer noopener\">October last year<\/a>, a number of advocacy groups wrote to Interpol secretary-general Jurgen Stock expressing concern over the potential appointment.<\/p>\n\n\n\n<p>\u201cThe reality remains that the UAE has a poor record on human rights, criminal justice, and the use of Interpol Red Notices,\u201d Sir David writes in his conclusion. \u201cMajor General Al-Raisi is unsuitable for the role. He sits at the very top of the Emirati criminal justice system.
